Abstract

Mass event - set of actions and phenomena of social life with the participation of a large number of people that are committed to meet the political, spiritual, physical and other needs of citizens is a form of exercising their rights and freedoms, as well as a form of social interaction between people and the way to develop unity installations of the person, collective and society as a whole. Law enforcement authorities in general can be described as authorities responsible for upholding law and order. Any public event has increased risks due to the fact that it is crowded. Thus, we can conclude that safety of socio-political events requires more serious attention and attract a significant number of qualified manpower and resources. It should be considered as a negative practice, when the issues of security are taken formally. Crowds have no collective intelligence. Every event should have a crowd control plan prepared by a crowd control agent, addressing all crowd control issues. According to the content, there are socio-political mass events (congresses, symposia, conferences), animations (festivals, folk festivals), sports (sports days, sporting events, competitions). According importance can select international, local, regional and public events. By way of emergence, there are organized and spontaneous. In accordance with Art. 40 of the Constitution of the Republic of Moldova citizens have the right to assemble peacefully, without any whatsoever weapons, hold rallies, demonstrations, rallies, processions or any other assemblies, that is, to exercise their rights and freedom through participation in public events. It is possible to formulate the main security challenges: - Curb possible conflicts between the participants of the rally. - Detain and transfer persons to law enforcement authorities, who makes public appeals to break the law. - Provide first aid to persons in need, and to evacuate them for onward transmission to the perimeter of the middle duty ambulance crews.
